QUAG parking action group wins parking permit trial

2009 nov 13

QUAG - the Queen Street Action Group - has succeeded in getting North Lincolnshire Council to put on a trial parking-permit scheme in Brigg - reports the Scunthorpe Telegraph.

No details are given about when or how the scheme will be implemented, but the area covered will be the roads around the two blocks between Cross Street and Queen Street extending along Bigby Street to St. Clair's Walk, Bridge Street from the Bridge to the bike shop and Grammar School Road south.

The chairman of QUAG, Mr Ian Chambers, is quoted as saying: "where I park my car in the street every day, I will be subject to a £70 fine unless there is a residents' parking permit scheme introduced".

Ed's comment:

There will be positive and negative effects of this scheme if it is implemented:

  • Residents who park their cars during office hours will find it easier / cheaper to park (reduced cost to permit holders)
  • Shoppers and office workers will find it harder or more expensive to park
  • Possible reduction in Brigg's attractiveness as a shopping location (loss to shopkeepers)
  • Residents will most likely have to pay for their permits
  • North Lincolnshire Council will have an increased workload:
    • New systems will have to be setup (one-off cost to local taxpayers)
    • More staff may need to be taken on if the scheme is expanded (ongoing cost to local taxpayers)
  • More on-street staff to enforce parking scheme (one off training cost and ongoing staff cost)
  • Parking spaces intended for residents may stand empty all day (parking opportunity cost to Council)
  • On-street parking will increase in areas outside of the scheme's area.
  • (If elderly / handicapped don't have a right to use the permit-parking area) Reduced mobility visitors may have further to go to shops, church etc
